Hoag Memorial Hospital
Newport Beach, California: a permanent tied-back retaining wall approximately 50 feet high was designed around groundwater, a nearby property line, and an existing methane gas well.
A Houston basement with groundwater, an Austin excavation at the street, and a San Antonio building alteration call for different support arrangements. Cefali & Associates offers structural shoring and earth-retention engineering for Texas projects, using the site investigation and actual construction constraints.
Cefali & Associates is registered in Texas as engineering firm F-26551. David Cefali holds Texas PE license 154265 in the Structural branch. Our offices are in California and Utah.
Excavation and construction
Where a Houston excavation encounters groundwater, the shoring system and proposed water-control approach need compatible ground and water assumptions. A wall supports the cut; it does not by itself establish the pumping method or discharge route. The design also needs room for water-control equipment and foundation construction.
Excavation and construction
A retaining wall near a street may fit within the finished site while the excavation needed to build its footing extends into a more constrained area. Temporary support may be needed before the permanent wall can carry earth loads. Street loads, utilities, property limits, and installation access shape that earlier structural condition.
Excavation and construction
An Austin basement can rely on space above or below a sidewalk even when the permanent wall stays inside the lot. Tiebacks extend behind the wall, while rakers occupy the excavation. Their feasibility depends on utilities, property rights, access, and the space the project is permitted to use. Structural design and right-of-way permissions are separate.
Excavation and construction
Adaptive reuse may add a basement or elevator pit beside foundations that continue supporting the building. Existing walls, stairs, and narrow access can constrain drilling and temporary bracing. The support has to account for what remains in place during construction; underpinning is a separate design scope where required.
Comparable California projects
These documented projects show the engineering and construction conditions. Each example identifies its actual location.

Newport Beach, California: a permanent tied-back retaining wall approximately 50 feet high was designed around groundwater, a nearby property line, and an existing methane gas well.

Los Angeles, California: historical and retrofit drawings informed shoring around existing seating and tunnels. Entrance stairs were supported from the shoring and cantilevered over the excavation.
Engineering scope
A concept for bidding, detailed drawings and calculations, and engineering for construction-stage changes can be separate assignments. The proposal identifies the services included. Geotechnical assessment, water-control design, property rights, and contractor installation remain distinct responsibilities.
