Hoag Memorial Hospital
Newport Beach, California: permanent tied-back soldier pile wall design affected by groundwater, property limits, and an existing methane gas well.
A Palo Alto basement excavation needs structural support while the permanent walls and slabs are being built. If the ground investigation identifies groundwater, the wall and proposed water-control arrangement also need compatible assumptions. Cefali & Associates designs the earth shoring portion of that work.
Our Northern California office is in Pleasant Hill. Relevant California experience includes the tied-back soldier pile wall at Hoag Memorial Hospital in Newport Beach, where groundwater and property limits affected the design.
Excavation and construction
Palo Alto publishes separate construction-dewatering guidance and applications for exclusionary techniques and controlled groundwater pumping. The appropriate water-control approach is a project-specific assignment. Its pressure assumptions, equipment locations, and installation stages affect the structural support.
A soldier pile and lagging wall retains soil but is not inherently a water cutoff. Cefali uses the geotechnical recommendations applicable to the shoring; water-control design and discharge permissions remain distinct. The site investigation must establish the ground and water conditions rather than inferring them from a Peninsula location.

Excavation and construction
Palo Alto distinguishes street work from private structures placed under, on, or over city-controlled property. A tieback can extend beyond the basement even when the finished building stays inside the lot. Buried utilities and neighboring foundations can limit that outward path independently of the available permissions.
Internal rakers or cross-lot braces use space inside the excavation instead. Their foundations, elevations, and removal stages need to fit the permanent basement work. At Intuit Dome in Inglewood, Cefali placed cross-lot braces above the truck route when tieback agreements were unavailable.
Comparable California projects
These documented projects show the engineering and construction conditions. Each example identifies its actual location.

Engineering scope
A concept for bidding, detailed drawings and calculations, and engineering for construction-stage changes can be separate assignments. The proposal identifies the services included. Geotechnical assessment, water-control design, property rights, and contractor installation remain distinct responsibilities.
